John leads the planning team at the London Thames
Gateway Development Corporation which has been responsible over the
last three years for agreeing proposals to create more than 8,100
new homes and 8,500 jobs.
He has also led on the setting of a ground-breaking tariff approach
to secure private sector contributions to infrastructure and
community benefits to support new developments through the planning
process.
He leads the organisation’s programme for compulsory acquisition of
land where action is needed to progress development projects.
The approach taken by LTGDC has been endorsed by the Secretary of
State on appeal.
His responsibilities also cover transport where he advises the
Board on planning and investment priorities and an overview of the
statutory planning processes and masterplanning which LTGDC funds
and contributes to.
John was previously Head of Planning and
Development at the Royal Borough of Kingston upon Thames, joining
them in 2000. There he initiated and led the K + 20 twenty
year vision for regeneration in Kingston town centre.
He also served on the executive of SWELTRAC (the South West London
Transport Conference), securing funds from Transport for London for
investment in strategic transport projects.
Prior to 2000, he held a number of planning appointments in west
London Boroughs. He was closely associated with a number of major
planning applications there including Stanhope’s 1.5 million sq ft
business park on the former Chiswick Busworks site – which yielded
a £23.5 million s106 package of environmental and infrastructure
improvements for the area; as well as major town centre and Thames
Riverside mixed use developments at Brentford and
Feltham.
