Stephen Oakes

Director of Development 

Stephen Oakes was appointed as Director of Development at LTGDC in August 2009. 

Stephen will lead a 12 strong development team at LTGDC along side Deputy Development Director Mark Bradbury.  In the year gone LTGDC investments in the Lower Lea Valley and London Riverside totalled £37 million with projected investment spend for 2009/10 set to reach £40 million. Stephen's remit  covers development plans for both the Lower Lea Valley and London Riverside.  In the Lower Lea Valley schemes include a £2 billion development in Canning Town and Custom House, a new two mile park connecting the Olympic Park to the Thames, plus planning for Olympic Legacy.  In London Riverside, Stephen will steer investment in Barking town centre, including the creation of a new creative industries quarter, and a £50 million Sustainable Industries Park in Dagenham.

Previously, Stephen was a Director for the London Region of Homes and Communities Agency which came into operation on 1st December 2008.  A Chartered Surveyor and qualified Structural Engineer, he has over 25 years’ experience in land and property, particularly in the planning and delivery of large, complex regeneration sites for the public and private sectors. 

In 2002, Stephen joined English Partnerships in the Milton Keynes office and soon after became an Area Director when the London and Thames Gateway region was first set up within the agency.  In 2005 he also took on the responsibility of Project Director for the £1bn London-Wide Initiative, an affordable housing delivery programme.  Later he was appointed the Regional Director for London and Thames Gateway and held this role until the formation of the HCA.

Before joining English Partnerships he spent a large part of his career at a leading property organisation, delivering and enabling retail, residential and commercial schemes across the UK, the majority of which were on brownfield sites.

Stephen is a Director of Barking Riverside Limited, a joint venture between the HCA (formerly English Partnerships) and Bellway Homes Limited that will deliver a new community with over 10,800 new homes on one of the largest brownfield sites in the Thames Gateway.  He has also been an advisor for the CLG’s Decent Homes Programme and represents the HCA on a number of regeneration and housing Boards/Partnerships.
