Who we are and what we do

Roles and responsibilities

London Thames Gateway Development Corporation (LTGDC) is a non-departmental public body (NDPB), reporting to the Department for Communities and Local Government, and the lead regeneration agency for the Lower Lea Valley and London Riverside, the two areas with the greatest potential for growth in London and in the Thames Gateway.

LTGDC was established in 2004 with an indicative lifespan of 10 years to tackle large dysfunctional areas. Government considered an Urban Development Corporation (UDC) with its ability to determine large strategic planning applications and its powers to acquire land, using compulsory purchase powers if necessary, was the best structure for the task.

LTGDC’s priorities are to:

  • Deliver capital projects which aim to create 8,200 new homes and 7,900 new jobs by 2016
  • Maximize the opportunities and benefits from the London 2012 Olympic Games and Paralympics Games’ investment and secure an appropriate Olympic legacy for east London
  • Promote the provision of high quality social infrastructure to support future housing and jobs
  • Help brand east London as an area for environmental technologies and developments of the highest environmental standards
  • Provide a streamlined and pro-active planning process that supports the delivery of our shared vision for the area

 

LTGDC’s statutory objectives are to:

  • Bring land and buildings into effective use
  • Encourage the development of existing and new industry and commerce
  • Create an attractive environment  
  • Ensure housing and social facilities are available to encourage people to live and work in the area

 

In order to pursue these duties LTGDC has the following powers:

  • To acquire, hold, manage, reclaim and dispose of land and other property
  • Carry our building and other operations
  • Seek to ensure the provision of water, electricity, gas, sewerage and other services
  • Generally do anything necessary or expedient to meet this purpose

LTGDC is led by a 13 member Board who provide strategic direction for the Corporation with a strong connection with the principal stakeholders within the local communities, and the private and public sectors.

Information relating to the legislation relevant to the authority’s functions

LTGDC was established under the provisions of Schedule 26, sections 134 and 135 of the Local Government, Planning & Land Act 1980.

LTGDC is the planning authority for the relevant applications under the provision of section 149 of the Local Government, Planning & Land Act 1980.

What we spend and how we spend it

Financial statements, budgets and variance reports

LTGDC produce an Annual Report and Accounts every financial year which gives a complete review of the previous years financial statement, balance sheet, cash flow statement and accounting policies.

Staff and board members’ allowances and expenses

LTGDC adheres to a Travel and Subsistence Policy. This policy provides guidelines to enable any expenses staff incur to be fully reimbursed by the Corporation. Expenses will only be repaid when they relate to:

  • Travel in the performance of your duties of employment
  • Any necessary subsistence costs incurred as part of a work travel journey or whilst at a temporary workplace
