Construction support services: what to include in the project brief

A building quotation can omit important enabling and support work even when the main construction tasks look clear. Identify how the site will operate, how people will work safely and who supplies the temporary arrangements before comparing prices.

Map access and deliveries

Record the available approach, storage space, delivery constraints and neighbouring uses. Ask how large items will reach the work area and where they will be kept. A material price is not a complete allowance if unloading and movement have not been considered.

Define temporary access and protection

Scaffolding, temporary works and other access equipment need a competent assessment appropriate to the task. The brief should identify who designs, supplies, checks and maintains the arrangements. Do not assume that hiring equipment alone establishes a safe system of work.

HSE’s planning guidance explains why construction health and safety must be considered before work begins. The measures needed depend on the actual site and work.

Include welfare, utilities and waste

Ask who provides welfare facilities, temporary power and water where required. Identify the waste streams, storage and removal arrangements. Clarify what protection is needed for occupied areas and what happens if existing services must be interrupted.

Address existing-building information

Give the project team available surveys and details of known hazards. Older buildings may need additional investigation before intrusive work. HSE explains the purposes of asbestos surveys and why refurbishment can require investigation of concealed materials.

Do not attempt to identify suspect materials by appearance alone or assume a general condition report answers every hazardous-material question.

Allocate responsibility explicitly

Create a list showing whether each support item is supplied by the main contractor, a specialist or the client. Check whether it appears in the price, is provisional or is excluded. Review interfaces where one contractor relies on another’s work.

Compare like with like

Send the same brief and clarification notes to all tenderers. Ask them to identify the assumptions behind site preliminaries and any time-related charges. Our guide to builders’ quotes provides a practical comparison method.

At handover, confirm removal of temporary arrangements, waste clearance and the records needed for future maintenance. Support services should be planned as part of the project rather than left as a collection of last-minute purchases.
